HEART-WRENCHING: Owner Throws Dog over Razor Wire Fence and Walks Away

A SoCal man was caught on surveillance camera hurling his dog over a tall razor wire fence into a cell phone tower. Animal Services is seeking an arrest warrant for Robert Ruiz Jr. for willfully abandoning his pet.
